TOURNAMENT
RULES
1.
The
Tournament is organised by the Penang Sports Club (PSC) and will be played in
accordance to FIFA Laws of the Game except as amended where THERE SHALL BE NO OFFSIDE.
2.
The
Tournament is opened to all clubs/teams, both local and overseas and whom the
Organising Committee has invited.
3.
All
participating teams should note that by payment of the Tournament fees, they
are deemed to have accepted and agree to abide by the Rules and Regulations of
the Tournament as contained in this Manual. A Disclaimer and Indemnity Form
must be duly signed by the Team Manager and/or Captain and returned to
Tournament Official prior to their first game being played.
4.
The
tournament will take place on the PSC field on SATURDAY, 2nd MARCH and SUNDAY 3rd MARCH
2024
5.
Each
team in the Tournament is allowed to register the number of players according
to the category and 1 team Manager for the respective category. The composition
of players shall be as follows:
a. PSC
VETERANS’ COMPETITION
i.
A
minimum of 7 players born in the year 1984 and before. ( 40 years above )
ii.
A maximum of 3 players born in the year 1989 and before (
35 years above )
b. PSC MASTERS’
COMPETITION
i A minimum of 7 players born in the
year 1974 and before. ( 50 years above )
ii A maximum of 3 players born in the
year 1979 and before ( 45 years above )
c. PSC GRAND MASTERS’ COMPETITION
i A minimum of 7 players born in the
year 1964 and before. ( 60 years above )
ii A maximum of 3 players born in the
year 1969 and before ( 55 years above )
Their names must be
registered on prescribed forms and handed over to Tournament Officials at the Team
Managers meeting or before their first game being played. PROOF OF IDENTITY AND AGE ELIGIBILITY WILL BE REQUIRED/E.g.,
Identity Card / Passport.
ANY TEAMS FOUND OR REPORTED TO BE FLOUTING PLAYERS’ AGE
ELIGIBILITY REGULATION WILL BE DEALT SERIOUSLY BY ORGANIZING COMMITTEE.
6.
The names of 7
players in each team who will be playing in any game must be handed to
Tournament Officials in charge 10 minutes before the kick-off, of each and
every game
– Not Applicable.
7.
ROLLING SUBSTITUTION will be allowed at
any time during the game. All
substitutions MUST be done
through the designated Technical Area by the side line at the centre line of
the field. The substitutes on the bench are required to wear bibs at all time
until substitution is made. Only manager /captain and substitutes are allowed
to sit on the bench. No one else is allowed to sit on the substitution bench.
8.
A PLAYER IS ONLY
ALLOWED TO BE REGISTERED TO PLAY FOR ONE TEAM IN ONE COMPETITION. If a player is found to have played for more
than one team in the same competition, he shall be banned from the tournament
or if a team is found to have fielded a non-registered player, they shall
forfeit the game and 3 match points with 2 goals for, will be awarded to opposing
team.
9.
TOURNAMENT FORMAT
a. PSC VETERANS’
COMPETITION
The 18 teams in the tournament will be
played on a league basis. It will consist of 3 league tables with 6 teams
in each league. Each will play the other team in their respective league. The
top 3 teams in each league will
proceed to the 2nd Round League of the Main Competition. The
remaining 3 teams in each
group will proceed to the 2nd
Round of the Plate Competition

b. PSC MASTERS’ COMPETITION
The 24
teams in the tournament will be played on a league basis. It will consist
of 6 league tables with 4 teams in each league. Each will play the other team in their
respective league. The top 2 teams
in each GROUP in the league will proceed
to the 2nd Round League of the Main Competition. The remaining 2 teams in each group will proceed to the 2nd Round of the Plate
Competition.

c. PSC GRAND MASTERS’ COMPETITION
The 20
teams in the tournament will be
played on a league basis. It will consist of 5 league tables with 4 teams in each league. Each will play
the other team in their respective league. The top 2 teams and the 2 best 3rd
placing team in the league will proceed to the 2nd
Round League of the Main Competition. The remaining 8 teams
in the league will proceed to the 2nd Round of the Plate
Competition.

10.
In
all league games, points will be awarded as follows: -
DRAW 1
POINT
If
two or more teams tie for a place in the league tables, the team with the highest
goal difference will be placed higher in the table. Should there still be tie
after applying this rule, and then the team with highest number of goals FOR
will be placed higher in the table. Should there still be a tie after applying
this rule, then the winner of the league game will be placed higher in the
table. Should there still be a tie, then the team in the league will be decided
by ballot.
11.
Each
game will last 7 minutes each half
with 1 minute break between
turnaround. Time keeping for each game will be at the sole discretion of the
Referee in charge of that particular game.
12.
In
all play-off , quarter-finals and semi-final games, in the event of a tie at
the final whistle, no extra time will be played. The winner will then be
decided by 3 kicks from the penalty spot. All registered players who are
eligible are allowed to take the penalty kicks. Should there still be a tie after applying
this rule then the ‘sudden death’
rule will be applied to decide the winner. The first team to miss the penalty
after both the teams has taken an equal number of penalty kicks shall lose and
the other team will be declared the winner.
13.
ALL FINALS (VETERAN/
MASTERS/ GRANDMASTER - MAIN & PLATE) WILL BE 10 MINUTES EACH HALF WITH 3 MINUTES
BREAKS AT HALF TIME.
In
all final games, in the event of a tie at the final whistle, extra time will be
played. The extra time played will be 3
minutes each half with no break between turnaround. If there is no score at
extra time, the winner will be decided by 3 kicks from the penalty spot. All
registered players who are eligible are allowed to take the penalty kicks. Should there still be a tie after applying
this rule then the ‘sudden death’
rule will be applied to decide the winner. The first team to miss the penalty
after both the teams has taken an equal number of penalty kicks shall lose and
the other team will be declared the winner.
14.
Times
shown on the draw are indicative only. The Tournament may run ahead of
schedule. Team Managers and Captains are
advised to be available at all times and to check with Tournament Officials on
your next scheduled game. This is to avoid any misunderstanding between teams.
The tournament Officials reserves the right to alter the time schedule at their
discretion.
15.
Team
officials are responsible for getting their team on the field by the time shown
on the draw or as advised by the Tournament Officials. After the lapsed time of 5 minutes, the team
on the field which is ready to play will receive a walkover with 3 match points
and 3 goals FOR. A minimum of 5 registered players must be on the field for a
match to commence.
16.
If
the Referee shows a player the RED CARD,
he will be suspended from the subsequent game in which his team plays. Any
player accumulating TWO RED CARDS
will be banned from the Tournament. Any player accumulating TWO YELLOW CARDS will be suspended for
one game. Thereafter, any player who has already received TWO YELLOW CARDS and a MATCH SUSPENSION will receive a match
suspension for any other YELLOW CARD shown
to him during the Tournament.
17.
All
matches officials will be appointed by the Organizing Committee.
18.
In
the event of clash of colours, the first named team shall change. No team will
be allowed to play without jerseys or with unnumbered jerseys.
19.
Drinks
may be taken at any time but should only be dispensed at the touchline. Players
may not leave the field of play except during rolling substitution and Team
Officials may not enter the playing field without Referee’s permission.
20.
The
Organising Committee reserves the right to alter the format of the Tournament
due to unusual weather conditions or unforeseen circumstances.
THIS IS
A FRIENDLY COMPETITION. NO DISPUTES WILL BE ENTERTAINED. HAVE FUN.

CAUSED BY TO PARTICIPANTS, PLAYERS OR SPECTATORS DURING THE DURATION OF THE 23RD PSC INERNATIONAL
SOCCER 7S TOURNAMENT 2024 .
